Whats the resistance across the solenoid?
Since you want to regulate 14v (charging voltage) down to 12v it may be easier to just put a resistor in the circuit to achieve a 2v drop.

You can measure it with an digital multimeter. When you get that measurement we can calculate the resistor size needed to provide a 2v drop and sufficient amperage.
